I dunno either, I'll have a stab at, It might be an early check valve, or someones just filled a gap, that was a pump/meter, with odds and ends out of his fitting bucket, But not sure

If theres a direction arrow on the side, probably a check valve, otherwise maybe an unusual shut off valve with that hex socket to turn?

I reckon its an old isolation valve and I bet there used to be a removable handle for it.

I've seen something very similar as a test gauge point when fault finding on a shop sprinkler system.
