Willo , It may cost you more ££££ each year if you fit a meter , and once fitted you can not get it removed , also the suggestion that PB made about freezing the pipe internally may be a better way to go for you , but if you have never done it before i would advise you get a plumber in to do it for you as it's not really a DIY job and if it goes wrong you will be in a world of shit......
