Well PB, if he needs to move it 20cm further onward from where it is now, it'd make sense to replace the pipe from the house side of the existing tap, 20cm pipe in, new stop tap on then continue the existing pipework from that point. (I'm assuming he doesn't want to cut the incoming pipe 20cm shorter) Just by turning the existing stop tap off, all work could be done, then stop tap turned back on. New stop tap could be used to cut water supply off quickly (unless it happens to leak on that new 20cm of pipe) Meks perfect sense to me.
