I agree, trace that white cable, is it a switch or timeswitch or maybe a motion censor,

I recently came across a similar device that wasn't working. I thought that the pet cock was limed up, but it wasn't. So I traced the wires back to an electrical box/socket that had tamper proof seals on it complete with a next service due date on it. I told the boss it wasn't worth getting involved with the job. I too thought it was some kind of water saving device that worked on sensing movement of water. It was supplying water to urinal's in an office building.

I've changed the flush valve, water inlet, and large push button, think the problem was this device and nothing to do with the toilet's parts, oopps!

When I was leaving I told the site that the toilet's fine all new parts in it, however there's an electronic device on it that requires an electrician as I'm not qualified to touch electrics. Sparks problem now! I ran like forest gump when she signed my PDA😂😂😂😂😂😂😂run forest run!!!!!!
