Blimey I'm only a dafty but looks like its not vertical and is against telephone cables ?
Apart from looking really stupid, is there anything in the regs against a vent pipe being non-vertical ? Air can still get in/out ?
Edit: The more I think about it is it normal to go around a gutter like that?

It's fine to have it going around the soffits/fascia/gutter like they have done except for two points;
You can use push fit joints lower down the stack, but you would normally do the top of the stack's offset around gutter in solvent weld joints as push fit can spin/turn when it's unsupported and blowing in the wind. You may end up with the top pipe section pointing to terra firma.
Second point is - don't install the top section on the piss!!!!!!
