Could I ask general advice about what you set your hot water temperature at ? I have a vented old hot water tank system ,the tank thermostat been on 50 oC for some considerable years but didn't realise the legionella requirement is 60 oC ,do I need to turn it up-that being the case why do they give you the lower option as its still on todays thermostats ? also the thermostat is near the bottom would the top of the tank be hotter ?

Oh the top of the cylinder will be hotter with stratification, it’ll be well above 60degC.
