Could it be an auto primary circuit pressure top up valve? I thought it might be one of them dcox.. laughing-dog-smiley-emoticon ..I not be long lads just got a bit of googling to do qwerty

It looks a commercial property. At a guess I would say it's controlling the flow to a gents urinal and switching it off "out of hours". That little silver pipe going somewhere is the clue for me? It's a water meter loop like Endfeed said. Good find Dcox - I've not come across one of those either but not 100% it's the same animal.
