It looks like a safety feature - no mains pressure no operation of that bit plant.

It looks a commercial property.
At a guess I would say it's controlling the flow to a gents urinal and switching it off "out of hours".
That little silver pipe going somewhere is the clue for me?
Is this a competition EF?
