What would you have done ? I went to change a toilet fill valve.I couldn't turn off the water,the stop tap was broken and the common street tap was tarmaced over.I had to abandon the job. What else could I have done ?

as battle says in the short term, but the stop tap needs sorting for future work, so ask the customer to contact the water board and they should get the main tap sorted, Its their responsibilty ,

If it is mdpe pipe there is a pipe squeeze tool you can get from screwfix for about £25 i v used thatva few times but it depends if there is any space. Other than that you could freeze it.
