If the stop cock is concreted in there might no be any play on pipes so your screwed & it’ll need cutting out & as Pb said a slip coupler is needed

Don't entertain doing it live battle. Pass it on to the local water authority to find the boundary stop tap for you (it belongs to them and they'll do it for free) if you can't find it. Stop taps are always "TROUBLESOME", so approach with extreme caution!! Agreed. If it won’t turn off in the road get water undertaker to replace for free. Last one I did they replaced next day. Good service. If you try it live & you fail for want of a better comment ‘you’ll be fucked’.

Ive took the internal out before and swapped for a new one out of stop tap...would not do it live well I would at pro steve's house
