Fixings are only as good as the material you're fixing to endfeed and breeze block is one of the worst mate, normally with a wall like that it would of been best to use a metal frame that spreads the load. What does the wall back on to mate ?

I know this sounds extreme but if cost isn't a limitation do it from outside - remove a few bricks to allow access to the cavity - fix a good quality batten to the breeze in the area where you know the fixing are going to penetrate the breeze - refit the item from inside using the original fixing holes only now though the breeze and into your secured batten- rebrick up jobs done.

I always recommend shower seats with legs, this guy did't want legs and it was an outside wall, So I used threaded rod drilled though the wall and put big washers on the outside, It worked good, I still look when passing, Its never pulled them through,

If they're that fucking fat, I'd go for M12 or M14 threaded bar, and a tube of chemical anchor mate.
