The Fluidmaster seals are available, but not seen any other replacement seals for other makes.

it doesnt need to be coned many are just flat and work ok, being coned is just a better if there are any abnormalities round the hole,

Just re-read thread. I'm thinking you mean seal at bottom of valve stem to seal between the valve and cistern? Thought you meant the seal/diaphragm in the valve.
