actually thats not as bad as i first thought, what ever is draining into that will go down the toilet through the internal syphon overflow, so its thinking out of the box plumbing, totally wrong but innovative and practical, qwerty

It could be a overflow from a feed tank located above in the roof? Imaginative thinking if it is.Could have the plumber scratching his head for a while if it ever runs

is there a valve above the cistern?, maybe from a Heath Robinson rainwater harvesting system, or a DIY condensate pipe from a boiler fitted on the floor above.

It’s not the UK, so the chances are it’s an AC condensate pipe.
