It's a vented system,lots of plumbers commented on it,but know one suggested ball valve failing.that would be my first guess.

Flats can be notorious for bad airlocks but my guess would be something in the cylinder blocking the outlet. I went to a flat once that if they opened the basin tap and the kitchen it would airlock and was a bugger to get running again.

That happened to be battle,at a old peoples complex. Different tanks in the roof space,pipes going every where. Ended up changing it live.my apprentice at the time used grips to shut the valve off fully.arrrrrrrr😕👍🏼
