Two questions on Flowmasta 5527F bottom entry fill valve?

Today when installing one of these Flowmasta bottom entry brass shanked fill valves I noticed two items that I realised I didn't know there purpose for, so I thought I'd ask for your help in solving them.
first what's the CL nipple for?
second if CL stands for Critical Level what's the critical level
neither are are mentioned in the video and not knowing these doesn't prevent installation problems there located at the top of the valve.
