Expansion vessel rusty on outside looks fooked. My next question is should these heaters be yearly serviced? It's in a council building. Could I be dropping myself in it doing repairs to this bag of shit?

yes to both questions, have you an unvented ticket ? if not leave it and tell your boss to send someone else with the correct quals or train you up. And yes, I think it will be the rusty EV,

I've not fixed that make but I've had plenty which I 've changed the expansion vessels on but they've been holed due to rusting.
I've also had plenty which have just required the expansion vessel recharged (which is never much pressure and easy to do if you have one of those cordless pump guns) with as the air charge point valve passes overtime and shows the fault with a dribble at the tundish.
Now I've also had some with a defective overheat protect stat-switch but you can normally test them to prove it defective.

My gaffa ain't a plumber and his attitude is, your the plumber! You've been on the coarse π€ͺπ€ͺπ€ͺπ€ͺ. Lucky the brew cabin has got my backππ

Endfeed I'll have a good skill level in most disciplines so I will tackle all sorts of jobs if they inspire me. On products like this the fault is normally very visible it's only when you get into the PCBs that it requires knowledge and equipment you don't already have with you. Plus these products have technical help lines associated with the parts supply and they are very forth coming with guidance.

Go for it endfeed, if you have the ticket you are bullet proof, I'd check the stat on the boiler first, run the water and the flame lights and turn the water off and it should knock off, if it does, the stats ok, so then change the EV and for good measure change the relief valve as well, ( well its not your money) and it might save a call back, that would be my approach,
