I guess in Hard Water areas it’s Limescale that’s the main problem, so if WD40 will break down Limescale it may well work.

Time and the right product can produce some amazing results - now I've never done procedure but I have had results where I've removed the gland nut then sprayed excessively around the spindle and that's done the trick overnight! However, WD40 is best known for water repellent properties so wouldn't be my choice of spray for that job more GT85 with the same procedure.

Anyway, apart from getting very wet, is there any reason you couldn't connect up _live_ a new regular stop tap or compression lever valve? Maybe if you had a big cistern next to it so you could empty the water into that while you were working?

It's not that simple - nearly always there's limited space and the job for whatever reason slips away from you into a problem of damage done - typically to other items exceeds the profit in the job!

The job I'm on is in a basement with no drainage, so if it did go tits up I'd be in a paddling pool🙂

I've never had any luck if they are truely fully seized up, although sometimes the gland nut has attached itself to the spindle and you are trying to turn the gland nut into the stoptap body along with the spindle. Well worth turning the gland nut and if the spindle moves with it.... then you've got a good chance of getting it working again if you can free the gland nut from the spindle. Emery paper, heat and then WD40 spray job. Make sure it's heat before the WD40 !

..tell you what, there is hot and cold 1/2 inch bib taps behind assessable boxing Inn, in the basement where I've got to install X2 wash basins, very close as well, the landlord has said if new tenant (family member) moves out of shop he must reinstate unit back as it was. I'm might put 3/4 tap connector onto to taps and run my pipework from there and switch taps on! Or is that bit rough? ?🤔

One little problem & you’re screwed if you’re trying to snatch it. You could be in massively deep shit. The place will flood within seconds & within a minute you’d be swimming. Once panic sets it you’ve not any chance of thinking clearly. No way for the snatch!’
