The extra thin rubber is to be used if the bath is the minimum thickness type so it would require two rubbers on the bottom to achieve the compression to get a seal. In your case since you've not quoted the bath thickness I expect it will just need the one lower rubber and the other could be kept as a trophy mat and when you've finished put your beer on it.

One thick washer for inside the bath and one thin one outside - sorry you can't see how thin the outside one is in the pic but it is really quite thin. Thickness is of bath 5mm. When I was looking quite a few really cheap baths from V.plum etc were 4mm. Attachments:

ok so we now know that one is probably as Battle says, the makers give a spare to make up for a less thick bath,

the overflow has 2 washers, if there was only 1 or none, then that spare washer was for the overflow,
