In my early days as a plumber I can remember an old guy customer once telling me that when the fitting of inside WCs first became popular the people were only used to outside toilets and were repulsed by the idea of having a stinky garden toilet fitted inside the house!
In the early days you wasn't allowed to mix the sewage water with waste water inside the dwelling so the rules were initially much tighter in the early days of inside WCs.
